 Certificate Programs

First Nations have a long history of trade and markets to create sustainable communities. A number of First Nations would like markets to work on their lands again. Unfortunately, this will not happen as long as the cost of doing business from the proposal to construction phase on First Nation lands are four to six times higher than they are on non-First Nation lands. Tulo is dedicated to helping First Nations build the legal and administrative systems that reduce these costs of doing business and support competitive markets on First Nation lands.

Providing skills to realize economic opportunities

The Certificate in First Nation Tax Administration is intended to help First Nations implement the new powers and develop the skill set for First Nation tax administration using the First Nations Fiscal and Statistical Management Act.          Certificate in First Nation Tax Administration

First Nations are endeavoring to develop their economic infrastructure. The Certificate in First Nation Applied Economics program will provide key foundational skills and knowledge for building their economic infrastructure. The knowledge and skills acquired through the program will produce human capital that will yield long term benefits in terms of developing residential and commercial enterprizes on First Nation lands.                                                                                Certificate in First Nation Applied Economics

Teaching and Learning

Tulo has partnered with the First Nations Tax Commission (FNTC) and the Thompson Rivers University (TRU) in Kamloops, BC to develop education programs. The partnership strategy is to facilitate the transfer of knowledge and best practices from First Nations who have established an attractive investment climate to those First Nations who wish to facilitate investment on their lands. This includes establishing a sound tax system, making tax and public policy decisions that support efficient markets, providing investors with quality information, services and certainty they require and building competitive economic infrastructure.

Tulo's innovative curriculum features the following benefits:

  • programs developed by industry leaders
  • access to industry experts via course instructors & guest lectures
  • practical & skill-focused curriculum
  • flexible & convenient course delivery formats
  • personalized interaction, including valuable interaction between students
  • quality programs with high academic standards

Course Delivery Formats

Online Format

Online courses are taught online in a paced, cohort, tutor-led model over the space of eight to twelve weeks. Online courses use of a variety of online communication technologies and involve a high level of interaction among students and with the course tutor. Some Online courses may have textbooks or other resources (DVD, CD) when online resources are not available. Internet access is required to complete an Online course (high speed is recommended). Students in Online courses will communicate with their tutor through the online course mechanisms, but may also use email, phone or regular mail. Online courses are offered through Thompson Rivers University's Open Learning.

Executive Format

Executive format courses are delivered in a face-to-face classroom setting. This format condenses the content from the full 8-12 week course into an intensive one-week session. Students attend the classes on the Thompson Rivers University campus and have the same high level of interaction among students and instructors with the benefit of small class sizes.
